ARROYO

CEO & Immigration Attorney 

Attorney Frances Arroyo is a Board Certified Expert in Immigration & Nationality Law. She is a graduate of American University (BA, 2007) and attended Thomas Jefferson School of Law where she obtained her law degree with a specialty in Global Legal Studies in 2010. During law school, Frances Arroyo served as a student representative with Casa Cornelia, the ACLU, and the American Bar Association Immigrant Justice Project. She also worked with human rights organizations and nonprofits to defend against the rampant inequities in the immigrant community. Through her involvement in trafficking cases, removal defense, and legal activism in Law School, Frances E. Arroyo decided that her passion for immigrant rights would be best served within the practice of immigration law.

Frances Arroyo has devoted her legal career to helping hundreds of immigrants across the U.S. legalize their status. Specifically, Ms. Arroyo has focused her practice on removal and deportation defense along with Federal District Court, the Board of Immigration Review, USCIS, and the State Department, among other agencies. Admitted to the State Bar of California in 2011, Attorney Arroyo has passionately and effectively advocated for the immigrant community in the U.S. and has been invited by the State Bar of California to participate in the drafting program for the State Bar of California Legal Specialization Examination. Throughout her career she has aimed to educate immigrants about their rights and obtain the best and safest legal resolution in their cases. Frances Arroyo has taken on complex immigration cases like claims to U.S. citizenship, appeals with the Board of Immigration Appeals on Due Process issues, Relief under Asylum, Withholding of Removal, and Article III of the Convention Against Torture, among other expert level matters. She prides herself in being an ethical and proactive counselor who is devoted to the defense of immigrants in the U.S.

AYALA

Immigration Attorney

Abisag Ayala is an attorney specializing in Immigration and Nationality law with a zealous commitment to the preservation of all immigrant civil and constitutional protections.  She is an advocate for child migrants, survivors of human trafficking and victims of violent crimes.

Mrs. Ayala attended UC Berkeley where she majored in Political Science and Latin American literature. She received her Juris Doctor Degree (J.D.) in 2006 with a specialty and certification in International Law. During law school, she served on the board of the Latino Student Bar Association, the Hispanic Student Bar Association and was the recipient of the Public Interest Law Foundation grant. She also received several CALI Awards in Immigration Law.  While still completing her degree, Mrs. Ayala was honored to receive a law clerk position with the prestigious Mexican American Legal Defense and Educational Fund (MALDEF), where she worked on several major public policy projects concerning immigrant and Day laborer rights.   Throughout her legal career Mrs. Ayala has remained active serving as President of several outreach organizations that promote higher education in underprivileged sectors.  

Attorney Ayala has represented thousands of noncitizens before the Executive Office for Immigration Review, CA State Superior Court, the Board of Immigration Appeals, the Federal Ninth Circuit Court and United States Citizenship and Immigration Service. Attorney Ayala has provided zealous and passionate representation to her clients in Los Angeles, California for more than 15 years.

JUAN

VILLANUEVA Jr.

Immigration Attorney

Juan Villanueva Jr. is excited to join Los Angeles Legal Advocates. Mr. Villanueva obtained his doctor of jurisprudence from Western State College of Law in 2019, and was admitted to practice law in the state of California in December of 2019. In law school Mr. Villanueva earned his immigration law certificate and was a certified law student for the immigration clinic at Western State College of Law. In addition, while attending law school Mr. Villanueva worked for an immigration office where he gained much valuable experience. Prior to joining Los Angeles Legal Advocates, Mr. Villanueva was an attorney for a debt collection firm and, subsequently, was a court appointed attorney for the dependency court. Mr. Villanueva’s passion and yearning to advocate for people pertaining to their immigration matters led him to join Los Angeles Legal Advocates. Mr. Villanueva is excited to join the team at Los Angeles Legal Advocates and is ready and willing to make a difference. 

In addition to his J.D degree Mr. Villanueva’s education includes the following: In 2007 he obtained his bachelor’s degree in history; in 2010 he obtained his master’s degree in history; and in 2014 he obtained his master’s degree in education.

SHIN

Immigration Attorney

Steven I. Shin is an attorney at the Los Angeles Legal Advocates whose primary focus is on complex immigration law.  He has been practicing immigration law for almost 20 years and has a wide range of experience with cases before the Executive Office for Immigration Review, the Department of Homeland Security and the Department of State. His own experience through the immigration system was the catalyst that inspired him to become an immigration attorney.  His background gives him the capacity to relate directly with clients. He was born in South Korea and immigrated to Peru at the age of four and then to the United States when he was nine years old.  It took Steven’s family several years to obtain legal permanent resident status in the United States and he eventually became a naturalized US Citizen after finishing Law School.

Steven has successfully represented thousands of clients from an extensive range of immigration related cases from complex waivers, asylums, U visas, naturalization, VAWA, NACARA, TPS, SIJS, removal/deportation and detention, business and family immigration cases.  He has had the opportunity to work with clients that have immigrated to the United States from all over the world.
